If you want to do business with the U.S. federal government, registration in SAM.gov is not optional — it is mandatory. Every company that bids on federal contracts, receives federal grants, or gets paid by a federal agency must be registered and active in the System for Award Management (SAM.gov).

The good news: registration is completely free. The process takes about 2-3 hours if you have your documents ready. This guide walks you through every step.


What You Need Before You Start

Before going to SAM.gov, gather these documents:

  • EIN (Employer Identification Number) — your business tax ID from the IRS. If you don't have one, apply free at irs.gov. Allow 2-4 weeks before using a new EIN in SAM.gov.

  • Legal Business Name — exactly as it appears on your IRS documents

  • Physical Business Address — no P.O. boxes

  • Bank Account Information — routing number and account number for direct deposit payments

  • NAICS Codes — the industry codes that describe your business activities


Step 1 — Create a Login.gov Account

SAM.gov uses Login.gov for secure authentication.

Go to login.gov and create an account with your business email address. You will need to set up two-factor authentication (2FA) using your phone.

Important: The email you use to create your Login.gov account is permanently linked to your SAM.gov profile. Use your professional business email from the start.


Step 2 — Get Your Unique Entity ID (UEI)

Your UEI is a 12-character identifier that replaces the old DUNS number. You receive it automatically when SAM.gov validates your business name and address.

Go to sam.gov → Sign In → Workspace → Add New Entity → Get Started.

SAM.gov will validate your legal business name and physical address. This step typically takes 1-2 business days.


Step 3 — Complete Your Entity Registration

Once you have your UEI, you can complete the full registration. You will need to fill out:

Business Information

  • Legal business name

  • Physical and mailing address

  • Fiscal year end date

  • Business start date

Taxpayer Information

  • EIN and taxpayer name (must match IRS records exactly)

  • Most recent tax return year

Business Types

  • Entity structure (LLC, Corporation, etc.)

  • Profit structure

  • Socio-economic categories (Small Business, Minority-Owned, Woman-Owned, Veteran-Owned, etc.)

Goods & Services

  • NAICS codes — add all codes that apply to your business

  • Product Service Codes (PSC)

Financial Information

  • Bank account for EFT payments

  • Whether you accept credit cards

Points of Contact

  • Accounts Receivable POC

  • Electronic Business POC

  • Government Business POC


Step 4 — IRS TIN Match Validation

After you submit, the IRS validates your EIN and business name. This typically takes 1-2 business days.

Common issue: If you obtained your EIN recently (less than 4 weeks ago), the IRS TIN Match may fail because your EIN has not yet propagated to the IRS validation database. This is normal. Wait 2-4 weeks and resubmit.


Step 5 — CAGE Code Assignment

After IRS validation, the Defense Logistics Agency (DLA) assigns you a CAGE code — a 5-character identifier used in procurement. This takes 1-5 business days.


Step 6 — Registration Goes Active

Once all validations are complete, your registration becomes Active. You will receive an email confirmation at the address you used for Login.gov.

Total processing time: 7-12 business days after complete submission.


Important: The Notarized Letter Requirement

Within 60 days of your registration becoming Active, you must mail a notarized letter to the Federal Service Desk designating your Entity Administrator. Failure to do so may result in your registration being deactivated.


Tips to Avoid Common Mistakes

  1. Match your IRS records exactly — even a comma or period difference will cause TIN validation to fail

  2. Use your professional email — the Login.gov email cannot be changed without creating a new account

  3. Renew annually — SAM.gov registrations expire every 365 days. Set a calendar reminder.

  4. Add multiple NAICS codes — don't limit yourself to one industry category

  5. Register early — don't wait until you find a contract you want to bid on. The process takes 2 weeks minimum.


Socio-Economic Certifications That Give You an Advantage

If you qualify for any of these, mark them in your registration:

  • Small Business — most businesses with under $25M annual revenue qualify

  • Small Disadvantaged Business (SDB) — minority-owned businesses with net worth under $750K

  • Hispanic American Owned — opens set-aside contracts exclusively for Hispanic-owned firms

  • Woman-Owned Small Business (WOSB) — government has a 5% spending goal for WOSBs

  • Veteran-Owned Small Business (VOSB) — dedicated contracting programs through VA and DoD


What Happens After Registration

Once your registration is Active, you can:

  • Search and bid on federal contracts at sam.gov

  • Appear in searches by federal contracting officers

  • Receive direct deposit payments from federal agencies

  • Apply for set-aside contracts reserved for your business category
